The plan outlines five major goals and 18 specific action plans aimed at achieving the ambitious vision of "a future-oriented global nation where Korean nationals and immigrants move forward together.“ The Ministry of Justice has increased public engagement in shaping the plan by forming the first-ever "Citizen Participation Group."
